Humanity has now entered more than two decades into the twenty-first century.
Economic, technological, cultural, and communication achievements have advanced at an unprecedented pace, and the world has witnessed extraordinary prosperity.
Yet running parallel to this progress, the machinery of war continues to accelerate.
Nuclear weapons, biological weapons, and conventional arms are constantly being upgraded.
Humanity still lives under what may be called a “terrifying peace.”
War has not disappeared. It has only been postponed.
As long as the machinery of war continues to exist, human security has never truly been established.
For this reason, as a peace activists, I respectfully propose not merely a vision of “reducing war,” but a systematic framework to gradually dismantle the war system itself and ultimately realize a world without military existence.
This proposal is submitted for consideration, discussion, and global dialogue.
I. A Three-Stage Path Toward World Peace
From a macro perspective, world peace should be advanced through three steady and realistic stages.
Stage One
All governments should support the establishment of a
“World Peace Declaration Drafting Committee”
(the “World Peace Declaration” being a provisional title, hereinafter referred to as “the Declaration”),
to be initiated and coordinated by the Board of Peace proposed by President Donald J. Trump.
The drafting of the Declaration should be open, inclusive, and participatory.
Voices from all nations and all walks of life should be invited.
Small wisdom should be gathered into great wisdom.
I firmly believe that, drawing upon the collective intelligence of eight billion people,
it is entirely possible to formulate a legally binding Declaration that balances realism with idealism.
This process itself would also constitute an unprecedented global mobilization for peace and a global peace education campaign.
Stage Two
The Trump Board of Peace should formally promote and adopt the Declaration.
Justice ultimately belongs to the people.
Peace ultimately benefits the world.
So long as the Declaration truly represents the fundamental interests of all humanity,
it will inevitably gain overwhelming moral legitimacy and political support.
Stage Three
Governments should voluntarily accede to the Declaration and faithfully implement its provisions.
If serious domestic disagreements arise within certain countries regarding whether to join,
a national referendum may be held,
allowing citizens to determine their own destiny and their nation’s future through the ballot.
If humanity does not stand up for peace,
it may one day become a victim buried by war.
Therefore, the rise and fall of the world concerns every individual.
Every citizen of every nation has both the right and the responsibility
to urge their government to take these three historic steps.
True momentum comes from the people.
The people — and only the people —
can turn countless small streams into a mighty ocean,
forming an unstoppable current of world peace.
II. Core Provisions Recommended for the “World Peace Declaration”
I respectfully suggest that the Declaration should contain at least the following three major components.
(I) Launching a Global Disarmament Process
(II) Establishing a Transitional Peace Military Commission
(III) A Roadmap Toward a World Without Military Existence
As a result, humanity can gradually realize:
free education, healthcare, sanitation, and elderly care,
while economic, scientific, and cultural development will accelerate at an unprecedented pace.
Conclusion
The World Peace Declaration
is the most direct and effective entry point toward permanent peace.
It conforms to the fundamental interests of all eight billion people on Earth
and will therefore inevitably receive their powerful support.
Once implemented,
war, aggression, expansion, plunder, hegemony, enslavement, violence, poverty, and hunger
will be eradicated from their institutional roots.
The world will bring an end to its long cycle of collective wrongdoing.
Peace will bless all humanity,
and every person will gain a truly new and dignified life.
